Fact is, I have come across a couple of people where I go: "Hey, they are illegal without a permit" and they respond with, but I have a permit, for reasons A, B and C.
So assuming they don't and throwing the illegal card is not always the smart thing to do... but I understand Cerat has a very subtle way of achieving the goal of determining whether the person has a permit or is unbeknownst to the fact that they are illegal to keep without a permit.

Marco, a very good alternative are C huahini. Perfectly legal to keep, almost as orange, almost as bitey and most certainly a thing

They make almost as awesome webbing and grow very quick as well.
Best of all they are really cheap.
