The best way to kickstart this idea is with like minded people.
Take the T you wish to test and breed with it. Then get people who you know are T keepers and you can trust. Give them 5-10 each to look after for you. After one year they measure all the T's on a standard 1cm x 1cm drafting paper for accuracy. ( photos ) and again after Two years and so on until you are ready to take back your T's.....
Here's the catch you can only take back one T from each person the rest they keep. If they decide to give up the hobby before you request the T they must return all 5-10 T's to you so that you can pass them on to newer members or raise them yourself.
This way you can select some T's on colour, some on size and some on temperament.
The choice is yours.
With the off spring you do the same.
