Okay so I've had these 2 poecilotheria tigrinawesseli sub adults they were around 9cm legspan ..few days ago one molted out into an 11cm female and last night the other into a 13cm mature male ..they were both the same size before their molts ,any idea if I should mate a female of that size ?

That is maybe a bit to small, would say 14cm and up.
Or if the spermatheca has gone a golden colour then she is sexually mature.(not the right wording but will go wake my brain up a bit)

Some people say I should give it a try others say she's to small .but will put the male in if she doesn't seem interested and runs I will remove him :)

I would communal them so far we have communal'd fasciata , regalis, ornata and all been perfect.

I know Scarab always communal'd his metallica.

I would go for it. :)
