Difficult to tell species exactly but I'm almost 100% sure that is a Hadogenes species, most likely paucidens. Now, this is not the first time this has happened. I have a friend who also bought scorpions that turned out to be locals. If you can get better pictures, that'd be great as I don't want to tell you to get rid of these and they are actually emperors.
I'm no expert on the Burrowing/Flat rock scorpions but I should be able to make a educated guess with better pictures, at least without a flash. Did you use a Cell Camera or Digital Camera?
