Transvaal? Would that include Mpumalanga , Gauteng, North West and Limpopo? I think not! There is no Provincial Legislation about this in Mpumalanga! I have copies of all Provincial legislation in Mpumalanga and can get the same for all the other Provinces.

Not sure about Mpumalanga, although I'm pretty sure it's covered there as Hendrik has a permit.

Nope! The Regulations published for commentary is replacing the existing regulations when promulgated!

Do you mean to say that Rhinos Elephants and the like was never previously listed? Because in the proposed regulations they are!

Interesting. I understood the text of the cover page to mean amendments to be read with Act no. 10 of 2004.
And that elephants and rhinos were mentioned not because they are only now included, but as changes to the regulations stipulating certain requirements for permits authorising the possession of rhinoceros horn and elephant ivory were proposed.

I'm not impossible. I'm being improbable.

That's correct.

By the way, why do you keep shouting!!!

I know nothing about the law, but what was explained to me is that TOPS is national and each province still has its own regulations. The one is not replacing the other, they are along side one another.
