As far as I understand the first round will be getting permits to the selected individuals to collect and breed our local species.

As soon as those babies are ready any Tom Dick and Jane can buy their own little local spider from the selected breeders, these spiders will come with keeping permits, not breeding permits

If you want to breed your locals when they are all grown up you will need to apply for a separate breeding permit.
